NORTH CANTERBURY EDUCATION BOARD.

ORDINARY MEETING

The North Canterbury Education Board met yesterday, Mr M. Dalziel in the chair. There were present: — Messrs 11. Boyd, "\V. It. Smith. G. Ronnie, H. Langford, T. W. Adams, G. A. C. Hardy, and Dr. C. J. Russell.

APPOINTMENTS COMMITTEE

The Appointments Committee met on 4th June, and the following appointments were recommended: —Ashburton, .Miss I. A. liapley, assistant mistress; German Bay, Mr W. J- Sloane, master; Sydenham,' Mr T. A. Fletcher, third assistant master; Ethelton, the appointment of Miss A. 13. Banks as mistress of this aided school was approved.

Miss B. M. Dobson, pupil teacher sit the Opawa School, was granted an additional mouth's leave or absence owing to illness- Mr T. J. Bbwden, assistant master at Richmond, was granted one month's leave on account of illness.

The following resignations wore received and accepted:—Christchurch West, .Mr T. A. Fletcher, assistant master; Woodond, Mr J. K. Glanville, raast-or; Voolston, Mies K. A. Wood, assistant mistress; Little River, Miss I M. Raplcy, mistress. Miss B. Bachelor, fourth year pupil teacher nt the Sydenham School, wrote applying for a year's extension of her service, which was agreed to. A report was received from the inspectors covering the schedule of proposed duties of relieving teachers, together with weekly work-sheet, in order to ensure all subjects of the curriculum receiving proper attention, and to enable the- inspectors to keep in touch with tho work done by the itinerant staff, many of whom are afterwards candidates for permanent positions m tho Board's service. It was pointed out that owing partly to inexperience and partly to lack of knowledge of tho conditions obtaining, tho relieving teachers were often at a> loss to know how to proceed in order to minimise the evils resulting from a break in tho continuity of the teaching and consequent dislocation of tho work. The inspectors' proposals were approved and adopted, relieving teachers to bo supplied .with copies of schedules. The Committee met again on lltb June, when tho following appointments were recommended:—Courtenay, Miss E. C- Ross, mistress, S.C. (provisional); Christchurch West, Miss G. E.> Marriott, assistant mistress, sec dept.; Little River (Native), Mr H. S. Silcock, master (provisional); Mt. Somers. Miss C. Ryan, mistress (provisional); Pigeon Hay, Miss C. E. Orr, mistress, solo charge; Somerfield, Miss M. Aylmer, assistant mistress.

A letter was received from tho Chief Postmaster, expressing the hope that the Board would agree to the mistress in charge- at Charing Cross undertaking the duties of postmistress. It was .agreed not to object to the proposal if Miss Liddy should be willing to act. In the case of a family receiving conveyance allowance it was agreed to inform tho parents that if they expected tho payment to be continued they must arrange to send the children to school regularly.

A letter was received from the Trismore Committee reporting tho avcrag; attendance for tho quarter ending 31st; March to be 27.7, and for the period ending Hist May, 31-2. It was considered that the Board would not bo justified iv appointing a mistress to whom, if appointed, it would at onco bo necessary to give notice owing to the low attendance.

A letter was received from the Medbury Committee recommending tho retention of tho relieving teacher's services until tho 31st December, the position to be then advertised, Jt was agreed to comply with the request.

The report as a whole was adopted. NORMAL SCHOOL AND TECHNICAL

COMMITTEE

Tho Normal School and Technical Committee reported that a report, was received from the Director of Manual Training to the effect that the classes had re-commenced on Monday, May '20th. The Director reported that the Cheviot dressmaking class had commenced on tho loth inst. Sufficient support not being forthcoming at present, it was decided that tho woolclassing class at Cheviot should bo postponed until the spring.

I Tho Chairman of the Board and .Mr I Adams were requested, with the J'n- ' structor, to confer with members of the Board of Managers of tho Technical College on the matter of tho proposal \to appoint an itinerant Instructor in j Agriculture. ! Mr Malcolm was authorised to visit ! the I>arliold and Amberloy localities ' and mako enquiry as to what support j would bo received in the 'event of tho j Board having district high -schools re- ! established at these centres, with tho view of taking a rural course similar to those in operation at Lincoln and Kaikoura. It was further agreed that ,Mr Malcolm should publish tho substance of the report on this matter in order to give the Board's proposals publicity.

j A letter was received from the Do- ! partment in effect approving of tho Hoard's arrangements for eorrospondenco classes for uncortifloated teachers in School method, English, Arithmetic aud Geography. With regard to phy* siology, tho Department asked for further information as to tho practical work proposed to he done. In a letter on the subject the Acting-P.rmcip.al stated that it. was proposed.to arrange a short practical course beforo the January tho Chief Inspector to keep himself,in touch with the work done -by ttio correspondence tutors, so as to satisfy himself as to the quality of the teaching and the, progress mad"o by the students* The committee reported having approved tho course, and desired the Department to be inI formed.

The report as a whole was adopted,

BUILDING COMMITTEE

The Building Committee reported that the Department had authorised the purchase of a .school site in Breeze's road, xs applied for by the Board."

A -further letter was received, from tho Kaiapoi Committee, renewing their application for a now houso for the caretaker. Tho chairman was requested to report on tho matter, the cpmmitfeo having been previously remindfid .that in view of the restricted area of the school ground, it might not be desirable to replace the present dwelling. Tho committeo added that it felt that tho matter of the provision of caretakers: , houses generally must bo taken in connectiou with the amounts allowed fer incidental purposes, seeing that when a caretaker receives a free house, tho School Committee is at once relieved to some extent of the payment of salary. In the case of Waltham and Woolston the committee reported that they intended to appeal to the Minister to have the 9d capitation grant restored. The report as a whole was adopted. A vote of thanks was passed to the chairman and Mr Langrord for the work done by them at the conferenco of Education Boards in Wellington. Their report was adopted.
