NORMAL TRAINING COLLEGE.

APPOINTMENT OF NEW PRINCIPAL.

At its meeting yesterday morning tho North Canterbury Education Board appointed Mr T. is. Foster, M.A., lato chief inspector of schools under tho Board's control, to be principal of tho Normal Training College, in succession to tho late, Mr E. Watkihs. The appointment is subject to the approval of tho Minister of Education. Mr Thomas Scliolfickl Foster is a native- of London. He arrived in Wellington with his parents in 1850, and came on at once with them to Lyttelton. He wont first to tho Church School in Kang.ora, and later gained a Somes Scholarship and attended Christ's College for six years, under the h-ead-mastership of tho late Archdeacon Harris. Shortly after leaving school Mr Foster was appointed master of tho Church School at Addingtoif. In September, 1874, when that school was taken over by tho West Christchurch School Committee, Ik- was appointed assistant master at tho main School. In May. 1881, ho joined the staff of tho Christchtirch Boys' High School, and a year inter returned to tho West Christehureh School as its headmaster. Mr Foster graduated B.A. at Canterbury College in 1881, And M.A. the following year, with honours in languages and literature. He left tho West Christchurch School to become an inspector, nnd for some time past has been chief inspector. On Mr Watkins's deatli lie took charge of tho Training College pending tho making of an appointment. Mr Foster is a very old .member, of tho New Zealand Educational Institute, has served for many years on the executivje, and was president in 1898. Ho has also been president of tho North Canterbury I'xlucational Institute, Canterbury College Dialectic Society, and tho University Court of Convocation. He was until recently a member of tho Board of Governors of Cantormiry College, and is a Fellow of Christ's College.
