LONDON, April 8. The appointment of Goverriors of Crown colonies from outside tha Colo* nial Office is creating dismay in the service. The selection of art Army olfl* cci* to govern Mauritius, and the ap. ppjptment of an outsider to Hong' Kopg, are given as instances.
*' Truth " commented strongly in appointments some weeks ago. The pew Governor of Mauritius is a~ junior Major of Engineers, and the officer commanding the troops on the js|and found himself in the position of se'rv. i'Og under a man below him in rank. The officer resigned |n consequence of this.
