THE NAVAL PRIZE BILL. United Press Atsociation—By Electrio Telugraph— Copyright LONDON, December 8. The Naval Prize Bill was read a third, time in. the. Houso of Commons by 172 votes to 125. Mr Atherley Jones's amendment to omit Clause 23 was negatived by 212 votes to 115. ■ Sir Robert Finlay, Sir Edward Grey and others re-discussed tho question of tho conversion of merchantmen into cruisers. Sir Edward declared that the Bill did not pledge tho country to ratify tho Declaration of London, and if other countries hung back, England would do tho same. WELSH COAL. Tho Admiralty. has contracted for 2-50,000 tons of Welsh coal for use in 1912 at 16s 6d a ton, which is above the price paid in 1910. '
