Sir Wilfrid Laurier, in supporting tho Commonwealth trade resolution, said'it would bo difficult to secure improvement without moro information. Ho therefore moved:—

"That this Conference approach his Majesty tho King and request him to appoint a Royal Commission representing Britain and tho overseas Dominions for the purposo of investigating tho natural resources, the development attained and attainable, the facilities for production, manufacture, and distribution, tho trade of each part with the others and with the outsido world, tho food and raw material requirements of each and tho sources thereof available, and to what extent trado between tho different parts is affec+ed by existing legislation, beneficially or otherwise?. '
