THE 1007 RESOLUTION REAFFIRMED. Mr Samuel showed that tho average cost of handling each letter and its reply to different parts of tho Empiro was a penny and one-sixth, and that it would tako fourteen years to recoup tho loss incurred through 'extending penny post to the United States.
Sir Joseph Ward substituted the resolution passed at tbo 1907 Conference, which .was re-affirmed.
