Interviewed concerning the divergent reports circulated in different countries regarding the more friendly situation now existing between Germany and Russia, as a result of the recent conference between the Czar and Kaiser, the Russian Prime Minister said there had been pourparlers between the two countries towards a formal announcement of the result of the interviews between their Majesties.
