(Received December Gth, H P---) LONDON, December 13. Mr Asquith, in a telegram to Messrs

CABLE NEWS.

Hemmerde and Harben, the candidates for Portsmouth, states that the Liberal Party stands for an unassailable Navy as a security against foreign attacks, and at home a strong House of Commons as a bulwark against the Lords' aggression. He appeals to tho electors to inflict a final defeat on tho tariff party and panic-mongers.
