RESPONSIBILITIES.

BERLIN, March 16
The Reichstag adopted Herr Ledebcur's motion in favour of making the Irtperial Chancellor responsible to the R-'ichstag, such responsibility to exttn ito all the Kaiser's political acts and omissions. The resolution declared that the Chancellor's responsibility should be rejulatcd by a State tribunal. The majority was small, and included the entire Left, tho Poles, and a portion of the Centre.
