SCENE IN THE REICHSTAG

During the discussion of the Military Estimates in tho Reichstag, Herr yen Oldenburg, an ex-cavalry officer, while ■deprecating public discussion of army details, which he said was inimical to discipline, raised a storm of dksent by" remarking that the Kaiser must be able to say to any lieutenant, "Take ten men and shut the Reichstag." The Vice-President, replying to Socialist protests, interpreted the- remark as implying that a soldier must obey to tho uttermost the war lords' commands.
Herr Oldenburg assented, but representatives of ssveral parties contended that the Reichstag had teen insulted.
The Kaiser has supreme command over everything connected with tho army (as with all other branches of tho State service). H* has the right, to convene the Reichstag, and to open, •djourn, «md cJoee it. He can also enforce fulfilment -of Constitutional duties by the States of the Confederation by military execution.
