Mr Asquith sharply rebukes Lord Charles iJere&ford for publishiog the correspondence cabled on October 25th, without giving him an opportunity to reply. Hβ concludes by expressing his profound regret that "an officer of your experience and distinction should be responsible for suoh a letter. It is difficult to reconcile your action with the traditions of the Service." Mr Asquith encloses a detailed reply from Mr McKenna, showing that promotions • were granted from Lord Charles Bere&ford'e staff to an extent whiob Mr McKenna believes to be unprecedented from a single ship. Lord Charles Beresford, in reply, repeata that a system of espionage, favouritism, and intimidation exists at the Admiralty, and ie ruining the splendid morale of the Navy.
