LORD ROSEBERY AND MR FREDERIC HARRISON. LONDON, March 18. Lortl Rosebery in a letter to "Tho Times" declares that while the naval announcement is critical, the navy in a sense is secure, because tho nation will vote all that is possiblo directly it realises that naval predominance is threatened, but tho question of impervioti3ness to invasion is now placed in tho region of doubt, anel he raises tho problem of whether tho Territorials aro sufficient for home defence. Mr Frederic Harrison, leader of the Pcsitivists, who are opposed to all forms of militarism, warmly supports in "Tihe Times," every possible precaution on tho sea and land against Germany.
