PRISON REFORM.
DR. FINDLAY'S PROPOSALS.
(PKESS ASSOCIATION TELEGBAM.) WELLINGTON. March 2. Tho Hon. Dr. Findlay gave- particulars of some projected prison reforms to a '"Now Zealand Times" reporter to-night. He has given instructions to have all cells lighted from "'lock up" time to "lights, oat." Where hot water is not available for the weekly bath, it is to be provided. Attention is to be given to the pribon libraries, which in several of the gaols ar« now inadequate. A report on tho selection of literature for the libraries is being obtained from each gaoler in tho Dominion. Prisoners are to be scientifically examined to ascertain their suitability for the conditions of prison camps, and no transfers from ordinary prisons to such camps Trill, be mado in future without such examination. The tree-planting scheme however, will be extended as far as possible. A scheme of structural alterations to the huts is being firepfared, with the object of giving every rrisoner a separate cell. Improved ekssification is intended, especially in the larger gaols.
