4 (special to "thi ntaas.") "tt-SLIxLNGTON, Jojy 6. SECOND BALLOT BILL. Members are already beginning to think thero is little chance of the pareing of a Second Ballot Bill this session. There is very strong opposition to the proposal, even in the Ministerial ranks. Members who an- supposed to know tho feeling of the Hon .c say there may "be a chance for an Absolute Majority Bill, but then- is very little for a BUI embodying the* principle of a second i lection in c_._.s where the leadingoin- ; didate has not polled an absolute majority of tbe votes.
