Mr Ben*, referring to the approaching Premiers , Conference, states thai it -will be necessary to attack with determination- the subject of the financial relatione between the Commonwealth and the States. According to him, there appears to bo a disposition amongst many Federal members to think that they can ride roughshod over the States. He had been led to believe that the States were to be independent, but the prevalent idea seems *o "be to get tibe whole tiang into the hands of tho Commonwealth. He as sorry to say tluat tho Colonial Office is ibeiping in that Prom a conversation ho had witih Lord Elgin, ho fotind. that Lord Elgin favoured one conduit pipe instead of six. "Oar present State Governors Vre coming to be just a kind of Chief Clerk," saye Mr Bent.
