LEGISLATIVE COUNCIL.
Friday, November 10. AFTERNOON SITTING. Tho Council met at 2.30 p.m. FACTORIES BILL. The Factories Act Amendment Bill was further considered in Committee. The ATTORNBY-GENErvAL stated that he had conferred with the Minister for Labour about Clause 16, and had ascertained that Mr Millar was of tho opinion that it was too drastic. He (the Attorney-General) accordingly moved to have the clause amended as fellows:—No premises, the occupier, or intended occupier of which is a person of the Chinese race, shall hereafter be registered as a factory under the authority of the principal Act; this section shall not apply to any person of the Chinese race who is resident in New Zealand at the time of the passing of this Act. After considerable discussion the new clause was adopted by 22 votes to 4. A motion by Mr RIGG. to exempt a naturalise:! Chinaman from the operation of the clause was lost on the voices. The Bill was reported with amendments and put through its final stages. At o p.m. the Council adjourned until 8 p.m.
