The Beer Duty Act Amendment Bill, which is undeT Mr Millar's pilotage, is drafted mainly with a view to giving the Minieter of Customs powers in rogjard to beer dopota eetabliehed on the boundaries of NoJicensedistricts. Clause 8 provides that no beor shall be removed from a brewery in pursuance of a permit granted- under Section 32 of the principal Act, except to a warehouse or other place authorised by the Minister of Customs to be used for the storage of beer, and the Minister may in hie discretion grant refue*. or withhold his authority for such uee. The Bill gives a definition of hop beer, which must not contain, more than 3 per cent, of proof spirit. Theie is to be a penalty not exceeding £10 for manufacturing for sale hop beer without a license. The license foe is to cost £1.
