During the discussion of the proposal to make certain items of mining machinery subject to duty last night, some of ihe representatives of mining constituencies expressed the opinion that.the late. Mr Seddon, who had always been a loyal and faithful champion of the mining industry, "would never hare submitted such a proposal as that brought forward by the -present Government. By way of retort, tli«»-Minister for Customs remarked:— <• "The d<?ud hand does not rule," quoting a phraj. f ..used by the late Mr Seddon when ref* p'g to the death of a former Prime 'llmister, the lat« Mr Ballance. "It is quite beside the question," added Mr Millar, "what the tato Premier would or would not have dono; I am responsible for my actions here/ .
