Mr Morley - * Indian Budget * Statement was well received. He announced a reduction of half a million in military expenditure. The one black shadow was the plague, which had darned 5,250,000 victims between 1896 and April, 1907.' Mr Morley remarked that a Royal Commission might usefully enquire into the quostipn of over-centralisation and administrative mattere generally. He announced the establishment of an Advisory Council of Indian notables, the enlargement of Legislative Councils, and tlie appointment of one.or two Indian members of the Council of India in London..
