Tho Government has decided that workmen's unions in future can only bo dissolved by judicial procedure, not executive authority. Fighting between •troops and revolutionaries is proceeding at Riga. Government buildings have been burned, and the railways wrecked. The only means of communication with St. Petersburg is by torpedo-boats. A two hours' fight occurred at Perowo, a. 6tat ion on the Moscow-Kazan line. Fifty armed men expelled the railway officials and plundered forty waggons. Martial Jaw has been proclaimed in the Mero district. All communication between Mero Ashkabad is interrupted.
