THE CZAR AND THE REACTIONARIES.
MANIFESTO ADHERED TO. (Received December 18th, 0.37 a.m.) ST. PETERSBURG, December 17. The Czar, in giving an audience to a deputation of reactionaries, said that his manifesto was a complete and deliberative expression of his inflexible and unchangeable will. He urged them to co-operate in pacifying tho country, and realising reforms.
