MORE MASSACRES AT TIFLIS. RISING IN JANUARY ANTICIPATED. CONSTANTINOPLE, December 16. The Porto has vigorously protested to the Ruseian Government against the renewed massacre of MosleniJ? at Tiflis, Russians distributed arms to the Armenians, encouraging them to attack the Tartars' houses, the inmates of wnicn were slaughtered, including women ana children. There were numerous Ottoman subjects among the victime. ST. PETERSBURG, December 16. The, Governor of Riga has telegraphed stating that strong reinforcements ar« imperative. The warships at Libau have been ordered to Riga. , In anticipation of a rising on January 22nd the authorities at St. Petersburg are adding 1000 men to the police force, and intend arming and employing the police as troops.
