ST. PETERSBURG, November 13

At numerous meetings held in Poland, the domand has been made for oomplete autonomy and universal suffrage.

It is understood that Count Witte will introduce reforms and concede autonomy of administration in Poland, but that he ia opposed to political autonomy, and is refusing .to yield to threats.

Although tho ma<ssacr© of Jews continues in the provinces, Sunday passed quietly at St. Petersburg.

The rioters completely destroyed tho town of Lobozor, in Bessarabia, killing many of the inhabitants. The Governor of Warsaw has directed the troops to seize all stores and coal, in order to compel tho strikers to resume work. The Government intend to increase the rate of soldiers' pay, to shorten the service by one year, and to improve the rations. Martial law has been abolished around Tiflis. The sale of intoxicants has been prohibited in Finland, the workmen willingly acquiescing.
