Hoping to avert agrarian troubles, tho Czar is about to remit 20 million roubles of arrears in the peasants' land redemption tax. The Holy Synod has issued a pastoral letter, which, indicates its intention of supporting the reforming regime. Prominent officials in the Czar's entourage declare that if Count Witte is killed the revolution will collapse, as they say he is the centre of the unruly elements of sooiety.
