THE CZAR REMITS TAXATION
THE SYNOD AND REFORM

ST. PETERSBURG, November 13
The proclamation of martial law has greatly exasperated tho people of Poland, and is likely to intensify the disturbances. All Jewish houses at Warsaw are barricaded, and all tho Jews aro armed. A scarcity of coal and food prevails,' and the populace is burning fences for fuel, and robbing peasants coming into the city market. A patrol, fired upon a'crowd of quiet Jews, wour.ding eight. Hoping to avert agrarian troubles, tho Czar is about to remit 20 million roubles of arrears in the peasants' land redemption tax. The Holy Synod has issued a pastoral letter, which, indicates its intention of supporting the reforming regime. Prominent officials in the Czar's entourage declare that if Count Witte is killed the revolution will collapse, as they say he is the centre of the unruly elements of sooiety.
