The feeling of gloom is growing in Russia General Stoessel is regarded as a universal hero. Tho blowing up of the ships is acclaimed. It is stated in financial circles at St. Petersburg that Russia is spending, forty millions j sterling abroad for the first three years |'in tho construction of the navy.
