Reuters correspondent at St. Petersburg says that the public arc in the dark as to tho real facta of the situation. Official statements ignore.the fact that the Commission of Inquiry is-the outcome of most ]>ointod representations. Britain's determination to obtain complete satisfaction is not mentioned, and Government circles alone are aware of Britain's real feeling nnd attitude. Few seem to realise that the conclusion of the. Commission of Enquiry must be followed by drastic measures. The story obtaining most credence, says this correspondent, is that the British Admiralty disguised two fishing vessels as torpedo boats in order to attract the fire of the squadron and create an incident which would prevent th* squadron reaching Port Arthur in time.
