RUSSIAN VESSELS WATCHED.
THE CZAR AND THE BRITISH AMBASSADOR. (Received November Ist, 0.48 a.m.) LONDON, October 31. British warships are watching the Russians off the Moorish coast. The C-ir yesterday gave an audience to Sir Charles Hardinge, the British Ambassador, for an hour. The Mediterranean squadron is in the vicinity of Gibraltar, and the mobilisation manoeuvres in the Mediterranean h»ve cloaed. Four additional Russian warships, under Adminil Foelkersant are provisioning and coaling at Tangier. J$ Bussian naval inquiry has opened at Vigo.
