Friday, October 14. AFTERNOON SITTING. The House met at 2.30. FIRST READING. | The Wanganui Hai-bour Board Empowering Bill (Mr Willis) was-.rend a first time. REPORTS OF COMMITTEES. The Public Petitions Committee reported on the petition of Frank Smith, licensee of the Park .Hotel, Newtown, who stated that through the action of the Licensing Committee in refusing him a license, he had sustained a loss of £1248. The Committee recommended that he be refunded the £5 and costs which he was fined and that throe-fourths of the license, fee be refunded to him. The report was referred to the Government for favourable consideration. The Labour Bills Committee recommended that the Industrial Conciliation and Arbitration Act Amendment' Bill bo not proceeded with, in view of the fact that the congestion of business is now in course of satisfactory removal, and that the Oburt will in future be able to copo with the work. The report was ordered to .us on the table. THIRD READINGS. The Midwivcs Bill and the Payment '.f Members Bill were put through'the final stages. SHOPS AND OFFICES BILL. Tho amendments made in Committee on the Shops and Offices Bill we're agreed to. On the motion for the third rending, Mr MASSEY said the Bill was very far from perfect, and woujd require many amendments before, it had been twelve months on tlw> Statute Book. Mr KIRKBRIDE moved tliat the-Bill he recommitted for the purpose of reconsidering sub-clause 2 of clause 14, allowing n shopkeeper to keep his shop open on the half-holiday for tih© salo of machinery for. harvesting purposes. This was lort by 39 to 29. ; A further lengthy discussion took place mi the third reading of the Bill, and had not concluded when the House took iiie dinner adjournment.
