MELBOURNE, April 23. The Governor-General has not yet summoned anyone to form a Ministry. Mr Watson had a conversation with Lord Northcote after lunch yesterday. Without a coalition, the tripartite system will be maintained, and the Labour Party of twenty-three will have to cater to the political necessities of one or other of the sections in order to maintain its position. How long this ludicrous position may last will depend upon circumstances. Three months ago Mr Denkin hinted at tlie desirability of a coalition. Whether he will play for coalition, or with which side he will coalesce, is a matter that time alone con reveal. The statement that Mr Watson will be given a free hand in the selection of his colleagues by a caucus is not correct,
