The "Daily Mail's" Sydney correspondent says much criticism is provoked by the action of the State Secretary in obtaining loans at an undisclosed rate of interest. The Ministry is waiting anxiously for v the first signs of improvement in the London market, as it has large loans to float, and must borrow shortly at whatever price ia offering.
