LONDON, October 27. “The Times” says Sir Wilfrid Lauricr’s claim for full treaty-making powers points logically to a separation. It is difficult to see how it would strengthen his hands unless 1 lie Dominion has the strength to give* effect to treaties. The American Press declares that the Dominion owes to England what powers she possesses of resisting what America regards as her just demands.
