Tho Congo Free State, in reply to the recent British Note, declares that Great Britain lias not escaped reproaches for resorting to violence and ' bloodshed in Sierra Leone, Nigeria, and Somaliland. It adds that the House of Commons expressed r.o regret thereat, excepting at the large expenditure involved.
