FURTHER RECONSTRUCTION OF THE * MINISTRY. United Press Association—'"By Electrio Telegraph—Copy ri gh t. LONDON, September 14. There are indications of a further reconstruction of the Russian Committee of Ministers. Following hard on the heels of the retirement from the portfolio of Finance of M. dc Witte (a result ascribed to the growing power of M. von I’lchve, the Minister of the Interior), it is now reported, on the authority of the Copenhagen correspondent of the London “Daily Telegraph,” that Count. Lamsdorff, the Minister of Foreign Affairs, is in disgrace with the Czar. His early resignation, it is said, is not improbable. The correspondent adds that M. do Ivolsky, the Russian Minister at Copenhagen, is mentioned as being the likely successor to the Count.
