RESERVES COMMITTEE'S REOOM MEXDATIONS.
ESTABLISHMENT OF COLONIAL RESERVES.

The* Xaval Rts&vee Committee recommends tliat when extra snips aro cemmis-xione-d beyonu the usual proportion of those held in reserve during ptac* time, part of the complement shall be reservists volunteering lor a year, the emoluments to bo equivalent to the emergency. Thus a proportion ox tne crews on active , service for the reserve snips would no: be reduced.
Tlio Committee further recommends that a modification of the itwktior.s would result in the better enrolment of seamen. ui:d proposes that the minimum i*m.>ivi> be 61,250. The Committee adds that it is desirable the colonies in a position ;o do so should give the navy in war time assistance similar to that given the aimy, ar.d suggests, iv the event of the colonial uava! reserves becoming krge, a portion of ihe complement of every ship on foreign stations should always consist of colonial - e>:erve men, but the need of reserve colonial stokeis is far more pressing than leaerve feainen. The reserves should be at the disposal of the Admirals commanding in the waters in the Pacific.
The Committee concludes by stating that the colonies easily accessible by tfhip*; s'.ationed in the Pacific uhould specially b; encouraged io establish reserves.
