PEACEFUL SETTLEMENT POSSIBLE. AMERICAN CONSUL AS INTERMEDIARY. (Received December 20th, 1.7 a.m.) NEW YORK, December 19.. President Castro'has invested Mr Bowen, the American Consul at Caracas, with full powers to effect a settlement with Great Britain, Germany, .and Italy. Advices received from Washington point to tte'setting up of a mixed Commission to receive the Venezuelan Customs, applying part to the .maintenance of Government, and'the remainder to the settlement of the claims of the Powers.
