ENDEAVOURS TO ALLAY DISTRUST.
(Received December 19th, 11 p.m.) LONDON, December 18. A Reut«r's message states that the blockade of 'Lα Guayra b?gaai on Wednesday. It applies to Venezuelan vessels only. Lord Lansdowne stated that alliance would continue Until tbe demands were satisfied. Neither Power would withdraw ■without the consent of the other. After Mr Balfour's declaration the authorities at Washington do not object to tho blockade. It is reported that if arbitration is adopted the United Statee will compel Venezuela to accept the decision. ' German newspapers are trying to allay American distrust, declaring that Germany would no more think of annexing part of Venezuela than the mountains in the moon. Three hundred Venezuelan financiers and commercial people advise arbitration, as resistance is impossible. The Ifauan Minister hae left Caracas.
