Russia is pressing for the sanction of tie Chinese Customs to the postal services being placed under Russian directors. M. Da-lny, chief of the Manchurian stations, desires tho inauguration of this scheme before evacuating the two remaining provinces. LONDON, December 17. An edict just issued foreshadows the purchase by China of the China Merchants' Steam Navigation Company, on a basis of paymeats of two-thirds of the value of shares.
