BISHOP MOORHOUSE'S AMENDMENT.

In Committee the House of Commons considered the Lords' amendments to the Education Bill. With a view to helping the anMsadnien,t of Dr. Moorhouse, Bishop of Manchester, a proviso waa moved stipulating that it was not intended to_ increase ths puolio burdens, but this was dropped at the instance of Sir James Fergusson by a majority of 96. • ' . The original amendment of Bishop Moorhouse was affirmed on Sir James Fergusson'a molion by 197 votes to Mr Redmond and flfty-eix Nationalists! voted with the majority. Thp Unioniste were greatly divided, and the Radicals protested tlhat the sham proviso hid overcome th? financial privileges The Right Hon. A. J. Balfour, while supporting Sir James Fexgusson, left the question to tho discretion of the House. Bishop Moorhotise's amendment tranetferred the responsibility for the repair of the- wear and tear of .school* from the Church to the local authority. It wae carried in the House of Lords by 114 to 88, despite the Duke of Devonshire's opposition.
