Two French factories in Newfoundland ■were recently burned down. The French. Government alleging incendiarism, made a demand for compensation, but Lord Salisbury, in refusing, denied tihe French charge of inoendimrien,. and informed M. Delcasse, French Muntetar for Foreign Affairs, the*. th« colony *nae and was aide to deal wi& <3*e matter itself.
