LONDON, January 31. .Mr Chamberlain, in the House of Common!), said a Legislative Council would be appointed in the Transvaal when practicable, according to the state of the country, and the progress in military operations. -Mr Bal/our announced that Britain's reply reaches Dr. Kuyper to-day. Communications will be cabled at an early date. The "Daily News" says there are indications that Dr. Kuyper has sent word of his willingness to act as a friendly negotiator to strive to induce the abandonment of the Boer claim for independence. 'Mr Chamberlain replied that advance* must emanate from the Boers. Dr. Kuyper later wrote to Lord Lansdowne extending the offer of negotiatorehip as between the Boere in Europe and the Boers in the field. The ''Daily Telegraph. ,, understands that Lord Lansdowne'e reply wae a courteous assertion to the effect that, owing to the lack of Dr. Kuyper's authorisation to speak for the Boere, and the lack of tangible proposals, Ms suggestion was unserviceable, even as a basis of negotiations. MILITIA FOR THE FRONT. (Received February Ist, 9-6 a.m.) LONDON, January 31. Nine militia 'battalions are being" embodied for active service. Lord Roberts inspected six thousand reinforcetnente which are leaving Addershot for South Africa.
