"The Times" is astonished at the "North German Gazette's*" unfairness in refraining to quote and in •misrepresenting Mr Chamberlain, who, with the whole of the Government and the nation, indignantly repudiate the accma.tions of cruelty. He had simply enumerated till© measures taken in the previous wars of different countries whddh were severer than those adopted by Great Baitain, aud ib had not been admitted that these countries had done anything wrong.
