'Sir, —I (have heard that there is to be an enquiry at Addingtom workshops on Monday, September 30th, to enquire into charges laid against Foreman Handisides by a number of men employed under him. As an old railway servant, I write protesting against the judges appointed to tear these charges. As regards Dr. McArthur, I have nothmg to say; his reputation as a painstaking and conscientious magistrate has preceded him here, but as for hie 00-judge, Mr Beatfcie, Locomotive Superintendent, by -what right might I. ask has he .been at>pointed. He is tie foreman's, superior, and he has the power of recommending for dismissal (if not the immediate power) any of the men, who might be called to give evidence in this enquiry. These charges ares not levelled against the Department, but against the foreman's system in working the car shop. Why, then, cannot Dr. McArthur hear the charges alone, or, if necessary, 'have-the assistance of somebody outside the Department? The men, I understand, Have ihftd •obstacles placed in their way of successfully, proving their case, although several months have passed since the enquiry was asked.for. Notice was only given them last Friday'that thte enquiry would tafca place on Monday, consequently the working up, of; witnesses, . consulting counsel, etc.,.(has, t ; been denied them.
