(special to "thb press.") WELLINGTON, September 30 LICENSING LEGISLATION.
There ia every indication that the Licensing Act Amendment Bill will not have that easy progress through Committee which the Premier bespoke for it when he briefly explained its provisions at its introduction. Mr Fisher has given notice of an amendment to give Stipendiary Magistrates a discretion in the endorsement af licenses, which is rather peculiar, see.ng that the Premier stated that such a provision would be included in the mea sure. A large number of new clauses nave been given notice of by Mr J. Huteheson. They seek to provide that if a majority of the votes recorded in a district are in favour of no license, no license shall be granted in thnt district until after another licensing poll baa been taken. Further, on receipt of the results of all the licensing polls in the colony the Minister shall tabulate the same, and if there is a majority of the whole , 'of'the votes in favour of no license the result is to be that no licenses sna'.l be granted in tLe colony, and such determination sh;ill supersede any polls in favour of granting licenses %rhich may have been carried in various parts of the colony.' The eifect of such a determination is to come into force •n the 31st March next after the expiration of twelve months from the date ot the licensing pol!, and all licenses existing on the said 31st March may continue till the 30th June next ensuing, unless' previously forfeited. CONGRATULATIONS FROM FAR | AFIELD. - Sir Joseph Ward has received a letter signed by Sergeant Albert Jones, Corporal Griffiths and all the other Southland members of the Fourth Contingent, now sewing under General Plumer in South Africa-, congratulating him. on receiving a knighthood at the hands of the Duke of Cornwall and York. It is so warmly worded, end written under circumstances so unique, that Sir Joseph Ward counts it among the most prized of the innumerable congratulations he 'has received. I
