TAKING ADVANTAGE OF THE OPPORTUNITY. LONDON, December 28. The Vienna correspondent of "The Times" states that Russian .troops are being drafted direct to Afghanistan, No immediate action in anticipated. The paper considers that Great Britain is wise in declining to draft troops from India. The offer of two batteries of artillery by India has been accepted.
