(press association'telegram.) Tobsdav, September 13. LEGISLATIVE COUNCIL. The Council met at 2.30 p.m. SECOND READINGS. The Native Land Laws Amendment Bill, a short measure with regard to stamp duty on native leases, and the. Shearers* Accomdation Bill, to amplify the provisions of section 52 of the Factories Act, were read a second time after a brief discussion. IMMIGRATION RESTRICTION BILL. The Immigration Restriction Bill was considered in Committee. At clause 3, "Persons prohibited from landing in New Zealand,'' Mr SCOTLAND moved to strike out section 1, which provides for a rudimentary educational test. The amendment was negatived on a division, and the clause passed unaltered. The remaining sections of the Bill were adopted without material alteration, and the third reading made an order of the day for ihe next afternoon. ANDIALS PROTECTION BILL. Clause 44 of the Animals Protection Bill was further debated in Committee, but no progress was made, determined opposition being shown by Messrs McCullough, Lee Smith, Rigg, W. C. Smith-and others to the proposal to enforce payment for a license for shooting native game. Leave was eventually given to sit again. The Council rose at 4.45 p.m.
