His Excellency the Governor, in reply to the letter of Mr Jellicoe regarding the convict Philpotfc, states that by the advice of Ministers he has declined to receive any statement from counsel on Philpott's behalf either orally or in writing. Philpott has lost all his bravado since it was known that there was no hope of a commutation of his sentence/ DUNEDIN, March 21. It is understood that the letter of Mr Hanlon, counsel for Clements, under sentence of death for wife murder, in which reasons were given for believing Clements is not sane, has been referred to Mr Justice Denni9ton, and on receipt of his reply, the matter will be considered the Executive.
