The House of Representatives adopted Mr Dingley's resolution, remitting the duties on war materials. The resolution was suggested by Mr Alger, Secretary of State for War, and Mr Long, Secretary of the Navy. TERRIBLE MINING EXPLOSION. Madrid, March 20. A terrible explosion occurred in the Isabella mine at Cordova, when seventy miners were killed. THE PLAGUE. Calcutta, March 20. The plague in Bombay is committing great ravages, and 216 deaths are reported daily. THE AMERICAN NAVY. Washington, March 20. The Government has distributed the fleet which assembled at Key West. Two war ships have been ordered to Hampton Roads, a naval station in Virginia. This is believed to be the first step towards the formation of a North Atlantic squadron. THE CHARGES AGAINST SIGNOR CRISPI. Rome, March 20. The Commission appointed to enquire into the charges preferred against Signor Crispi, ex-Premier, has decided that his conduct as a Minister in stopping the Bank of Naples enquiry was deserving -of censure, but no ground existed for his impeachment. Received March 22nd, 12.45 a.m. THE CALLIOPE- DOCK. London, March 21. Mi* Austen Chamberlain states that the Admiralty is considering thje suggestion to make a grant to the Calliope Dock, Auckland. THE UNIVERSITY BOAT RACE. Oxford is favourite for the University boat race at 7 to 4 on. THE FEDERAL CONVENTION. The Times, commenting on the work of the Federal Convention, states that federation will immensely increase the dignity of national life, and practically create a new British Power in the Pacific,
