FURTHER FRENCH DEMANDS
UPON CHINA.

France has also demanded exclusive mining rights over the area traversed by the prolongation of the Laokai railway in Yunnan, and demanded the appointment of a Frenchman as Director of the Chinese Post Office. Received March 2nd, 12.45 o.m. Paris, March 21. M. Hanotaux, Minister for Foreign Affairs, speaking in the Chamber of Deputies, said he did not desire French settlement in Yunnan or the seizure of more of China. France did desire a fair and friendly settlement of the Niger question. London, March 21. A Reuter despatch says that China has offered a lease of Ta-lien-wun and to permit a railway to Port Arthur if the fortress there remains in possession of the Chinese, also that she will agree to the French demand in regard to Kwangsie only. The Times Pekin correspondent states that the French demands do not include the province of Kweichau.
