Mr Goschen, First Lord of the Admiralty, speaking., in the House of Commons, admitted that it was extraordinary that the colonies contributed so little to Imperial naval defence. He believed that the idea of helping the Mother Country had taken root, and he trusted it would grow rapidly. Sir Charles Dilke suggested that the first trial of the colonial naval reserve should be made at Newfoundland.
