Fires Association—By Teiegrap'.i—Copyright. London, September 17. The Governor of the Bank of Eugland, Mr A. G. Sandeman, has informed Sir M. Hicks-Beach that the Directors are willing to agree to an arrangement that the Bank should hold one-fifth of its reserve in silver, provided that the French Mint reopens for the free coinage of silver, and that the prices of silver procurable and saleable are satisfactory. The Times says that the conditions named are almost prohibitive. The Standard considers that the proposal is an absurd and a mischievous one.
